The Arnolds Park Library Board met Wednesday, December 13, 2017 at 5:00 p.m. in the Arnolds Park Library.
Present were Robb Keizer, Mary Dreier, Diana Jensen, Barb Woodley, Mitch Brown, and library director Kara Rice.
The minutes of November 8, 2017 were read. Jensen moved to accept the minutes as read. Dreier seconded. All aye.
Update on the new copier: Rice said the new copier was to be delivered right after Thanksgiving. It didn't come and she had trouble getting a call back from Access Systems Co. When the copier did arrive, it was a wired model, not the wireless they had ordered. She called trying to get an estimated time when a wireless copier could be delivered. The IT guy from Access Systems said he had never installed a wireless copier nor does he want to. The Board members discussed if the library needs to get out of their contract and cancel the order. The board agreed that Rice should give the company an ultimatum of 5 days to get the copier that was ordered delivered or the library would withdraw their order.
IT bills: Rice had received a bill from Computer Zone in Spirit Lake for installing the Deep Freeze virus removal on all the library computers. The bill showed labor of 4 1/2 hours but he charged for 2 1/2 hours and at the non-profit rate. The total was $937.50. In August 2016, the library paid Computer Zone $987.50 for installation of the Rollback virus removal program, but it didn't work. Discussion followed. Keizer said he thinks we have to pay the bill, but there should be free monitoring by Computer Zone for a couple months to make sure the Deep Freeze program is working. The other board members agreed. Rice will talk to Computer Zone about providing this monitoring.
Budget FY 2018: Rice presented a worksheet at the half way point of the 2017-2018 library budget showing a comparison from two years ago, one year ago, and this year to date. She explained that currently the total shows that we are $1500 under budget, but money from Jo Williams estate went into the general fund instead of the Library Foundation fund. When the budget is amended, that gift will be switched and the library expenses will show $6500 under budget.
Proposed Budget FY 2019: Under proposed spending, Rice explained that the employee insurance cost is unknown yet. She increased the equipment maintenance line to cover the Apollo Software, printer contract, and IT assistance. General insurance was increased last year to cover library contents. Postage and programming was increased, the periodicals all went up in price, and they are expecting a 3% increase on books cost.
Reviewing expected income, Rice said Dickinson County, City of Okoboji and West Okoboji, copies and fines and State Funding/Enrich Iowa stayed the same. City of Arnolds Park's contribution would increase by $5,441.09. Rice said next month changes will be reviewed and discussed. At that time, the board will vote for approval and she will send the final budget to the city.
Schedule and Holidays: Rice said on December 22nd the library is hosting a party for the middle school. Jensen Realty is providing a screen and Christmas movie. The library is proposing they be closed Saturday, December 23rd and Saturday, December 30th. Both days are only 2 hours and business is normally slow. The board recommended the library be closed on those two days.
Library Board Continuing Education: The board members reviewed Chapter 5 of the Board of Trustees handbook regarding Board officers and their duties.
Bills were presented through December 13, 2017 in the amount of $3,895.70. In review, Rice said the Advanced Systems bill was for the copier contract that had gotten overlooked. One of the larger payments was to Computer Zone for their IT bills. There being no questions, Dreier moved to approve the bills as presented. Keizer seconded. All aye.
